It came from the old, original "Price is Right" show in the 50s, where there were multiple rounds of bidding, and they kept bidding until time ran out or everyone was happy with their bid. The rule was there to encourage people to stop bidding.
They simplified the show to be only be one bid per contestant, but kept that rule.
