If Trump just moves men from one base to another, that's a deployment, but to lay audiences "deployment" sounds like you're ordering troops to do patrols around town. He cannot send them on patrols in Portland and Chicago like he can in Washington DC. They can only do what's necessary to protect Federal property. That's why Noem was talking about DHS buying a bunch of property in Chicago. They figured they could just buy random plots of land in the city, then station the National Guard there to "protect Federal property." Not flame I'm pretty sure that was the plan.
Now the Illinois deployment looks like a no-go, period. I don't even think they're making a serious push for that anymore. In Portland, the action is happening close enough to a Federal facility that, if the National Guard were deployed there, they'd likely come under assault |
