Johnson did it at the same time as Biden insofar as both did it once it became cleat they would lose. For Johnson, that was in March, after the first few primaries. For Biden, it's after the first debate, which was scheduled unusually and suspiciously early. Both would have stayed in if they thought they could win.

I don't think they waited until the last minute though, and they went out by choice (or because they realized they were going to lose if they ran), not forced out like Biden.
