 Should be pretty easy.  Does Georgia follow the FRCP basically?  I doubt you could get the people who had deposits withheld for damages certified, since it'd be an individual issue as to whether there actually was damage (and at least 50% of the time it'd be a valid deduction).
 
  But it should be easy to define a class as "all prior residents of ___ who did not receive the return of their deposit within 30 days."  Not sure if the consequence of that failure is that 100% of the deposit is returned, or 3x the deposit is returned, but either way you'll have damages in the THOU$AND$.
