Did any religion have "good for its own sake" before Christianity?

Does good for its own sake describe the Old testament?
I subscribe to the argument put forth in atwill's book Caesar's Messiah, which is that the New testament is a piece of government propaganda written by the flavian dynasty in order to pacify the war like Jews and merge and integrate the Hebrew kingdom into the Roman empire.. thus the ideas put forth in the New testament, which are as you say, good for the sake of good
