As an aside: why would you need/want a corporate bigwig running the DoD, when most of the convoluted processes and clutter are there due to corporate bigwigs trying to run the DoD. Look at the McKinsey-led ACFT debacle, and that’s just a fitness test. OERs/NCOERs are a relic of 80s style corporate management. It’s easy to find sources of waste and excess in the military, but anyone who’s been employed by a big corporation knows that they aren’t exactly super efficient either.
I’ll also go out on a limb and say that the DoD doesn’t have a spending problem; it has a lack of spending problem. A key assumption for all these penny pinchers is that the DoD can go out and treat its contractors like they are standalone businesses and the pentagon can buy goods off the shelf. In reality, the cutting edge technology is going to be classified and can’t be sold to an ally. The last big round of Pentagon efficiency “improvements” resulted in the consolidation of most major contractors into just a handful, and they aren’t keeping production lines open forever while the government hymns and haws. DoD needs to do a lot more shooting, and buy (and use) more equipment if it wants to maintain its edge. |
