Most don't think so. Ford's decision to pardon Nixon was incredibly controversial, and inflation rose under his watch. There were also a series of foreign policy failures, including the botched withdrawal from Vietnam and an incident in which dozens of U.S. sailors were killed. He was so unpopular among the base that he nearly lost the nomination to Reagan at the convention, and then lost to Jimmy Carter in the fall.
