Have you not been to a bird sanctuary? They usually have a retarded owl with a gimpy wing that was hit by a car. Could be fake though.
Otherwise - they keep quiet and hidden in dense areas. Even an inner suburb has a few. In are country if you sleep with the windows open or take a night walk you will 100% hear owls. They are hard to see because they stay high in trees other than brief intervals fucking up voles.
