Subject: Constitutional crisis if Biden dies before inauguration

Article II requires the President of the Senate (VP) to certify the election. If Biden dies before the inauguration, VP Harris becomes president, and the Office of the President of the Senate is vacant. There won't be enough time to confirm a new VP, which requires majorities of both Houses. The President Pro Tempore is not the President of the Senate, so he won't have the authority to certify. What happens?

Is it clear that the President pro tempore doesn't have the authority to execute the Article II, Section 1 / 12th Amendment powers of the President of the Senate?

What else would Article I, Section 3 mean by "The Senate shall chuse ... a President pro tempore, in the Absence of the Vice President, or when he shall exercise the Office of President of the United States."

What would the role of the President pro tempore be, then? The 25th Amendment doesn't provide the answer, since that post-dates Article II, Section 1 and the 12th Amendment.
