Because the people who need this kind of help lack basic problem solving skills. If you give them $200 for food, they'll spend it all on week 1 and not consider what happens in week 2. We basically have a chunk of the population that's too retarded to take care of themselves but not criminal or crazy enough to lock up in an asylum. The government spends vast quantity of money providing for them and a lot of regulation is protecting these retards from themselves.

Grocery stores know this and take advantage of these people. In states where everyone receives SNAP benefits on the same day of the month, stores will jack up prices on shit like chips and soda, and save the 50% off promos for after everyone has exhausted their benefits.

It's a basic easy public policy thing to spread SNAP Benefits in the first 28 days of the month (since every month has at least 28 days). It's legit shocking that some states still can't get this right, Texas and Florida do it. Some do like the first ten days, but LJL @ first of the month states.
