You could literally make an equally statistically valid claim that US productivity growth was held back due to H1B holders because the counterfactual would have those same positions generating 50% more productivity growth if they were held by Americans.
It should have said something like “30%-50% of productivity growth was derived from positions held by H1B visa holders”. |
