the proper response should be that private citizens, local governments, state governments, and the feds all start working as quickly as they can. private citizens can deliver the most relief in the first handful of days. local governments can start helping by day 2-3. then the state resources can be delivered effectively after a week. the feds can't really do much until day 14 or so. |
