Basic network analysis could probably find kingpins if you start with few known low level people. Let alone the crazy shit we can do monitoring every form of electronic communications.

If you're careful, then for now you can still evade the surveillance capabilities of a state level actor. But the target only has to fuck up one time and inadvertently communicate in a non-secure way, then the whole thing unravels.
