Is have Republicans in the House pass it, but not under the budget reconciliation process. Using reconciliation is the only way to get past a filibuster in the Senate and pass laws with just 50 votes.

So Trump could then say "see, we passed this bill but the mean Democrats in the Senate filibustered it." And they could include poison pills such as corporate tax cuts to make sure that Dems did filibuster it.
