A great example of failed urban planning. I thought I was going to get mugged walking through one of their rundown, neglected parks in the mid afternoon. I was there with a group from NYC on a two week assignment and our employer wouldn't let anyone walk anywhere from our hotel after dark and demanded that we take cabs even if going just a few blocks.

The parks appear to have been arbitrarily dropped in the downtown. They're not used for recreation and are in areas that don't demand high volumes of foot traffic. The result is large, open, visually unappealing spaces in the business district used primarily for criminal activity.

Got it. Sort of like how the public housing in MFH has wide open spaces in between its buildings instead of normal MFH density, except that's on a smaller scale than what you're talking about w/r/t St. Louis.

Another example of this on a small scale is the Vele di Scampia in Naples.
