No, the National Assembly picks the Prime Minister, who handles more domestic policy. But the POTF is elected nationally by popular vote for a fixed five-year term, can be re elected, and still has a lot of power. Most European countries have pretty weak executives (British monarchy, president's in Germany and Italy) and tie executive power to the parliament as a reaction against the old absolute monarchies, or this was imposed by Allied occupations after WW2 in the former Axis regimes which centralized power in the hands of dictators.
