38 and just finished my masters degree. What next?

For context I have a bachelor in Philosophy (2012) and just completed my MA in Cultural Studies at University of Südwestfalen. I'm currently looking for work but the market is tough. I've been thinking about getting a Project Management certificate or maybe starting a second masters in something more practical like Public Administration. I speak German, English, and some Dutch

I have EUR 4200 in savings and no debt. I feel like I'm on a good career path but I want to stay competitive. What certifications would make me stand out?
