all public things are subsidized. that's what makes them public.
1) i think poor people have the right to use public things as much as anyone else
2) i am especially opposed to increasing taxes in areas where the tax burden is very high + taxes increased by governments that are especially wasteful
3) i am especially opposed to increasing taxes on a class of people with the scarcest resources
the idea that public resources should be used for the general public welfare is so fundamental that i didn't think it needed to be justified. i think history has shown that a "let them eat cake" stance doesn't work in the long term. these people aren't just going to go away. in fact they outbreed you.

And the whole fucking point is that NYC streets aren't a public good in the economic sense (which is why overuse is leading to degredation) so a subsidy is leading to overconsumption.
I don't know what to say to your moral argument that proles should be permitting to drive around in circles on the busiest streets in the United States for free, degrading other uses. If that is what your moral compass tells you, all I can do is be thankful that NYC is governed by marginally wiser people.

Not everyone can use NYC streets. They're not big enough. Babbling about public resources won't change that they're not big enough and can't be made big enough.
Asking everyone to pay for their own use of a limited resource is fair and nondistortive. It permits the beneficiary of each trip to decide for himself whether the trip is worth $9, permitting the streets to be put to their highest and best use. This may be an expedient fix, but it is also the correct one.

no fucking shit it's going to work. maybe there were some genuine retards who thought it wouldn't, but obviously there is some price equilibrium to achieve the desired traffic level. the issue isn't that it is ineffective, it's that it's a going to be the permanent solution. it's not like the congestion tax will be used to fund some magical subway/rail enhancements -- it's just going to go in a black hole and nobody is ever going to try to improve infrastructure to reach desired capacity.
