In the case of tradesmen and other commercial use, the customer will pay for it or if the customer isn't willing to, then the trip shouldn't be made at all. |

And the whole fucking point is that NYC streets aren't a public good in the economic sense (which is why overuse is leading to degredation) so a subsidy is leading to overconsumption.
