And what was Iran's thinking- that the tech/willpower to conduct that kind of mission would not exist before they were able to complete the enrichment? I can't make sense of this.

What can they do to harden the mountain at this point? Can they inject enormous quantities of concrete at certain places? How would you do this if you were in charge of the project?

It would be more expensive to keep bombing it over and over than for the Iranians to adapt to it.
