I think there various reasons why people think it’s overhyped. Technology often is (remember 3d printing)? So they use a lazy narrative that this must be too. I think there are also a large number of people who feel diminished when seeing AI rapidly eat up large fractions of human capabilities. I mean obviously if you took the median college grad, you could never train them to have the reading comprehension of a top model, or have the coding abilities of one, or instantly translate between every language, or generate an image in any art style. They can’t cope with the realization that we are slightly evolved primates and that machines doing matrix multiplications are going to replicate all human capabilities soon.
