Africa wins if they halt the advance to a standstill. They are privy to all modern technologies they currently possess including planes.
For arguments sake Germany does not have to contend with the Royal Navy.

Remember that a lot of the Boers supported Hitler there has to be some lingering affinity. And probably some support in Southwest Africa as well.
