TLDR is that this guy made a quickie cash-in film about the Zodiac Killer and then figured that the real Zodiac would want to show up the premiere. So they had this scheme where they planted goons in the crowd to look for him, and also had a scheme where you could enter a raffle for a motorcycle and they had somebody checking all the handwriting on the entries against the Zodiac's letters.

Ultimately they hit a dead end, but not before getting him fired from a job at Bank of America because they accused him of being the Zodiac.
