this is a fraud metric that libs love to play with
red states generally have lower col, so salaries and asset values trend accordingly and thus there is less revenue collected
red states also have industries (which benefit blue states!) that are subsidized (e.g. tax breaks, etc, which in many cases aren't a real subsidy) like energy and agriculture. so, this number is used to make it seems like they 'need' blue states to survive because it's portrayed exclusively as rural poors on welfare.

The federal govt owns like 90% of the land out west so they have to pay the states Payments In Lieu of Taxes because otherwise the stares make no revenue off the land unlike faggy blue states where everything is private and taxed
Libs call this "Federal welfare" rather than the government paying far less than they should. States should actually take the fucking land by force and tell the feds to fuck off
