maybe, but they also did things that harmed their own cause. they had the ability to achieve a "technological breakout" that would have put them decisively ahead of the barbarians - napalm, gunpowder, steam power, archimedean war engines, and so on.

but they did not prioritize engineering as a craft except for their water system and their monumental buildings/roads. the reason so much roman knowledge was lost in the dark ages is that the romans never systematically tried to catalog the "science" of engineers. engineers were treated more like hobbyists or tinkerers, and their devices were regarded as toys rather than potential breakthroughs.

it wasn't until the age of the great european cathedrals that engineering as a craft was finally treated in a "scientific," systematic fashion with detailed recordings.

There wasn't much wealth coming out of the western empire either. Wealth was tied up in Dacia, Egypt, Syria etc. They expanded into western europe initially to pacify the Celts and maybe cop some tin from Britannia, but once it became overrun with goths there wasn't much reason to keep that part of the empire going.

Empires can rock, but it leads to a consolidation of power that makes grassroots flexible and adaptable local governance unlikely.

Marx argues that the Barbarians were benefiting from stealing the Romans' technology while at the same time the Roman population became weakened by diversity amongst the masses (who were also heavily in debt) and an inflexible aloof and out of touch aristocracy consolidating and centralizing all of the power.

there wasnt any serious competition for most of its history. rome was super advanced compared to its peers. germans/english/french were literally barbarian tribes in comparison

only the north africans/egypt could mount a challenge but they were constrained by inferior resources/population

other empires that followed rome (ottomans, HRE, Napoleon) werent so lucky. they didn't have the significant gap vs their peers that rome enjoyed

Plenty of large empires break up purely due to internal instability, or from invasion by similarly backwards foes. The Han and Tang dynasties both collapsed in that manner, as did the Sassanid Persians and somebod India’s major empires.
