it is its own little slice of hell. philly is the fucking worst city on the eastern seaboard by far. closest approximation is baltimore or trenton, but i'd rather spend time there than philly.
to quote the adage: In the contest, the 1st prize winner got a week in Philadelphia. 2nd prize: two weeks in philadelphia.
Fuck Philadelphia.

I've been there a few times. It has the same shit other larger cities have, but you just have this overwhelming feeling that you'd rather be watching a movie in your hotel room than dealing with the people and being out.
I've been able to go out and have fun in some real shit cities, but I just never took to Philly. I honestly can't put my finger on it.

Nothing special and not that safe.
Could name 10 cities before it on the eastern seaboard that I'd rather live.

I don't know why you consider DC and NYC to be grouped together.
I am from Chicago, and Philadelphia and the outer boroughs of New York are the two places that remind me most of home.

Sup. Philly masterman here.
Center City Philly is very good. I would define this area as 30th Street-Front Street going west-east, and Spring Garden to South Street going North-South. The exception to this would be the southwest pocket, south of Market and west of Broad, but it's all residential there so you'd have no reason to go there anyway.
Best neighborhoods are Society Hill, Rittenhouse Square, and Washington Square. Northern Liberties is where the gentrification is happening and there's a lot of young people there. Very hipsterish vibe. North of Northern Liberties, ie Fishtown and Kensington, are pretty shitty though.
Old City is where all the school trips go. As far as touristy stuff it's pretty tame and you can knock it out in a day. Ben Franklin Boulevard has much nicer tourist stuff, like the Franklin Institute, Love Park, and the Art Museum.
They have tried to reinvigorate Old City but the results have been mixed. There's a lot of turnover in the shops/restaurants but still some pretty good ones. Most of the action is going to be around Rittenhouse or Northern Liberties. Manayunk is where college kids go after graduation to keep partying.
As far as suburbs, the best are going to be in a small pocket west of the city on the mainline. The heart of the main line in my opinion is between Ardmore and Radnor. That said there are plenty of other nice suburbs, for example Jenkintown and Huntingdon Valley north of the city and Swarthmore to the southwest.
