from the terms of the refusal, it was clear that the Turk would not be able to even finance and operate his business independently while paying the Corleones a tax. Don Corleone was opposed to drug-dealing happening in his neighborhoods altogether. it was a total no-go.

Sollozzo was totally cornered. he controlled poppy fields in Turkey and had the smuggling and manufacturing all figured out, but he needed access to the end market. nothing would work without Corleone consent.

even if Sonny hadn't given away his eagerness for the deal, Sollozzo probably would've still gone for Don Corleone on the theory that the Corleones would be extremely weakened by the loss of Vito and unable to oppose him effectively afterwards. assassinating Vito was the credited move no matter what Sonny did.

a Sicilian consigliere would've realized this. the Corleone family's credited move was to have Sollozzo killed instead of saying no and good luck. they also needed to start introducing Sonny to the political players and transitioning power to Sonny so that the family wasn't so dependent on Vito. that way, Vito wouldn't be such an obvious target.
