Snow tires are 180 and work much better than regular tires and infinitely better than sport summer tires or low rolling resistance tires (which are unsafe and should be banned).
Nothing short of chains or studded snows works on ice well, but snow tires can be the difference between life and death or making it up a hill or sliding off it.
They have also gotten much better i the last 5-10 years and now can last 30k or more.

Snow tires are not a scam, but ground clearance, FWD/4WD, and manual/automatic will all affect your ability to control your vehicle in snow/ice.

Winter tires used to be way more common, but there were 3 major things that have happened over the last few decades that led to their decline:
1) Many states banned studded tires because they were chewing up the pavement. People thought the studs were doing all the work, so when you couldn't get studded winter tires anymore, people stopped buying winter tires altogether (although as Drunkard pointed out above, the rubber compound is a huge factor in winter performance).
2) The shift from rear wheel drive to front wheel drive or AWD/4WD vehicles. Decades ago, most cars were RWD, and RWD can be just godawful in the snow. FWD is categorically better.
3) Advances in weather forecasting and snow removal techniques have left winter roads in better shape than they used to be.
I do think we might see increased use of winter tires in the future, ordinary all-season tires seem to be getting shittier and shittier in the snow in the quest to eek out better fuel economy. The stupid TPMS sensor regulations might hinder things though.

No. They make a huge difference in cold temps, even when there's no snow on the ground. Try driving on them and you will stick like glue to icy roads. Tradeoffs are weight and road noise.
Anyone claiming they are a scam has not driven on them.

two comments, which kind of cut across each other:
- winter tires are, as many have posted here, not bullshit. they greatly improve your ability to drive in snowy or icy conditions, especially once the temperature drops below the threshold at which conventional rock salt tends to do anything...
- but the improvement in winter driving performance over a good quality all-season tire (michelin, contis, goodyear, pirelli) on a 4WD/AWD vehicle is pretty negligible, and holy shit do they last considerably shorter before they need to be replaced.
get winter tires if you:
- live in a relatively flat, snowy place and you have a sedan you intend to drive year round which is rear wheel drive, OR
- live in a mountainous snowy place, OR
- live anywhere which could snow and want to use performance tires in the summer
