right now they are trying to hire as much as possible due to the hiring freeze that they strongly feel will happen. Filling all vacant spots on their roster to make sure they will have people for the freeze but also to signal to the administration that they need these spots so they wont get cut in the future.

However, while the job posts are distributed to the public, they are really looking to hire people already in the Federal System because they can onboard them before Trump can institute the freeze.
