Doesn't the list of 74 terror attacks confirm that what the US is doing works?

Doesn't that list just reiterate that the vast vast majority of terrorist attacks in the US are done by US citizens, not anyone who the travel ban is supposed to limit, and that since 9/11 almost no terrorist attacks have been successfully carried out in the US by non-US citizens?
Trump says that the travel ban is an emergency, but seems like whatever we have been doing with regard to visa and refugees is keeping us safe, and that reducing long term harm with tweaks to the vetting system didn't require an immediate travel ban.
Or am I missing some major part of the Trump logic?
