How do you charge a reasonable fee based on usage?
It's one thing to charge a high fee for car insurance. You can always opt out by just not owning a car.
You can't do that with health insurance. If you say, "Fuck you, nigga, you need to pay $1000 a month per person" Then people won't be able to afford the coverage.

Every time a lib says something like this, I ask myself "is this person genuinely too stupid to understand fundamental actuarial principles, or are they just playing dumb to prop up the lib agenda?"
Then I think about the fact that libs constantly complain about the most minor, trivially-insignificant inbalances in the group outcomes every other area, and I realize that actually it's more nefarious than either option.
If the situation was reversed, and young women had to pay higher risk-adjusted insurance rates than 80-year old men, we would never hear the end of lib bitching.
But when the system forces young working men to pay well above their risk-adjusted rate into an insurance system that they themselves will never enjoy because old women break their hips long past the date most men are dead, it becomes a moral imperative to keep the inequity going.

Below is my post from the other CBO thread. Most of the loss from the individual market will be from "high-subsidy" individuals who won't receive enough to get insurance.
Too many articles get the numbers wrong. Let's go directly to the report. Here's the CBO breakdown from the actual report:
"Subsequently, in the first full plan year following enactment, by CBO and JCT’s estimates, about 18 million people would become uninsured. That increase in the uninsured population would consist of about 10 million fewer people with coverage obtained in the nongroup market, roughly 5 million fewer people with coverage under Medicaid, and about 3 million fewer people with employment based coverage."
Anyway, there were 12,236,481 signups on the exchange and of that number 8,234,891 were "high-subsidy" enrollees. It's safe to assume that almost all of that 8 million will be unable to afford to purchase insurance without significant subsidies. So the 10 million loss from the individual market is a good estimate. Most people signing up on the exchange qualify for big subsidies and were completely out of the individual market pre-ACA.
Taking the 1,000 mile look at the numbers, it's safe to say that this bill takes us somewhere close to the 2010 numbers with the uninsured rate. I don't think that's a bold assumption at all. As a matter of fact the white house's own analysis painted an even grimmer picture of the loss of coverage.
