At least at this point in my life. I grew up in Dana Point/San Clemente/Laguna Beach, moved to LA for UG, east coast for LS and SV/SF for work.
If NYC had CA weather it would be 180^180, but fuck everything about that summer weather. OC is just boring in your 20s. Lol @ hitting the peninsula to wait in line for Malarky's or paying cover to go into fucking Skyloft or the Marine Room in Laguna. Bay Area has beat chicks compared to LA/OC and literal shitlib caricatures.
LA is malleable to whatever life you want to live. You want to live the suburban hellscape? Fine, move to Brentwood and settle down. (Sup earl) Are you a shitty edm person and want to party all night? Yeah go ahead. Hipster? Silverlake, Venice. Surfer? Point Dume, Malibu. Hot hipster girls, less strivers, and no one gets triggered when I say "no worries".

NYC if you're single.
Bay Area if you're either an insufferable shitlib or techie or into paying a lot of money for shitty ranch style home in superstudyazn zip codes.

Live in LA. Seems like I meet so many people moving here from New York, but rarely anyone that moves east. It's a shitty lifestyle there, weather, housing, COL, it's all shit. Great place to visit for a week per year.
SF is worse than NY, half the amenities but more expensive. Tons of striver tech douches and very few women. Too many Indians and Asians.
OC, I think, is the most subjective beast. It exaggerates both the best and worst parts of LA. For me, it's dead last. But I can see a legit argument for it being the best of the four.

Have spent a lot of time in all 4, though have not lived semi-permanently in all of them.
It's hard to make the case for NYC, since sf dominates it on every dimension except maybe col nowadays.
Between sf, la, and oc, it'll depend a lot on priorities. Also, the Bay Area is very large and homogeneous so there are some parts you'd compare to nice parts of oc and other parts you'd compare to south central la.
Sf if you are ultra lib, work in tech, need density, like urban environment.
Oc if you have a family and don't make $1m per year.
La if you value weather and "culture"
