They admit droves of students with the intention of kicking a bunch out after the first year. And if you fail one class in the second year, you have to repeat every second year class, even if you aced everything else. Also, credits for the labs are earned based on the number of dollars generated for the school, rather than the difficulty of the procedures you do/how well you do them.
