It's a punt. The skinny repeal only removes the mandate and the medical device tax but leaves the subsidies and the Medicaid expansion in place. The Senate would pass it to just get to committee. Yes, it's a punt. But they can say that they are on their way to repeal. The sneaky thing that Paul Ryan and the uber-cons in the House can do is threaten passage of the skinny repeal if the Senators in committee don't give in to their demands. Passage of the skinny repeal could crush the private insurance markets (no mandate but still subsidies and pre-existing condition coverage). |
