The people who finish early either (a) studied too much and now have to second guess every answer for 30-45 minutes or (b) studied too little, missed most of the nuances in the questions and did poorly. |

I finished each section in about 2 hours and then spent about 40 minutes going over things (almost never changed an answer)and then left before the 15 minute freeze zone. |
