I'm married and I have a kid. I'm in my mid 30s.
But I have lived here while single, which while not that long ago was pre-tinder (but not pre-match/OKcupid). Like all XO stereotypes there's a grain of truth to the caricature of many DC women. A lot of young women love brunch, believe that they are MAKING A DIFFERENCE at their non-profit, will be suprisingly close minded if you try to engage with them on anything political, and are very particular about this and that when it comes to dating. Of course, there are some down to earth women, too, but they are often taken. Of the other cities I have lived in (DC, Boston and a few smaller college/LS towns), DC was the hardest to be single in.

What is your timeframe and tolerance for risk? For the long game? Historic Anacostia I would say: VERY close to downtown via metro, and prices are already starting to inch up. But still fairly dangerous and will be for sometime. Make no mistake, there are some steals there now.
For something more in between, check out Bloomingdale (now infamously known as the place where Seth Rich was gunned down). NOMA, too, although that area is becoming more and more upscale.
Finally, while they are already expensive I think the properties on the nearside of the Anacostia River (i.e., between the Nats stadium and the Maine Ave. development) still have a ways to climb up. Again, short commute, and becoming much safer. Plus, there's a lot of money being pumped into that area.

For the most part, yes. It was crazy dangerous. I grew up in NOVA and got mugged taking the metro back from a concert at U Street on the train in front of a bunch of other people. Another time I got held up a block from the Chinatown metro, which was an AWFUL neighborhood prior to the MCI Center (now the Capitol One Arena, lol) moved in.
Downtown and Georgetown were always fine, however, at least in the 1990s. Certain neighborhoods in upper Northwest which is now crazy wealthy as you know had a distinct middle class vibe to them (I'm talking Kent, Spring Valley, AUPark, Tenleytown etc.) CCDC was pretty similar to now, rich and white.

I'm not a huge brunch person, to be honest. I don't like drinking early in the morning, or eating a huge meal either. It's also always a huge deal to get everyone together, get a reservation, etc. I'd rather go out for a nice a dinner. However, it's definitely a thing that ends up happening a lot. Here are my preferences:
(1) Blue Duck Tavern - Bring money and make a reservation.
(2) Medium Rare (Cleveland Park/Eastern Market) - More expansive menu than for dinner. Also bottomless which some people are into.
(3) Diner (Admo) / OpenCity (Woodley) - owned by the same guy, with very similar menus and style. Diner is open 24 hours so that's cool.
(4) Founding Farmers - Despite the zero star review from the Washington Post, I enjoy it still.
Honestly, I much prefer to go to a bakery or coffee shop (of which there are many good ones) and grab a pastry and coffee and chill with friends rather than spend 6x as much on BIGBRUNCH.

What's with the dichotomy of women? Shrewy marathon types or chubby girls. It's unreal.
Also I think it's a great city to date if you're an educated 6ish guy, as most "cute" educated guys are, since they're not snagging 8s elsewhere.
