Sometimes they try to take credit for attackers who didn't actually work with them, in a technique to falsely misrepresent the scope of their network.

But, these attackers are always Muslim. In such a case, we say the guy was inspired by ISIS rather than working with them. The Orlando shooter being a great example.

Here, we have:

1. ISIS taking credit and never being wrong in the past about the Muslim issue;

2. The guy had a Muslim girlfriend (I think);

3. Had taken a 6 month trip to the Middle East;
