I'm a weekend hacker
Not looking for super game improvement irons. Something that is more forgiving than a blade but still requires precision seems ideal.
I'm not good enough to take advantage of the incremental gains in technology that have happened over the past couple years.
Looking for a solid, steel shaft, set of irons that will run less than 400 or so on ebay. I'm guessing this would be a widely produced set of irons, something that people who are looking to upgrade are selling right now.
I was thinking Ping or Mizuno. Interested in buying less forgiving irons so I can grow into them and focus on accuracy. Any suggestions?

Cr. I like to advocate blades for anyone that will seriously committ to practice for a year. After that get whatever you want.
With blades you will get way better feedback and learn to hit correctly quicker.
It's like starting on a guitar with high action.
If you don't want to go this route, at least get a set that doesn't have much of an offset so you don't become a scooper.
You shouldn't have to spend more than $150
Edit: actually read op. Just stay away from high offset and get something that resembles the AP2
