The government released a four-page summary to the public that was published in Rossiyskaya Gazeta. It revealed "stunning breaches of discipline, shoddy, obsolete and poorly maintained equipment," and "negligence, incompetence, and mismanagement." The report said the rescue operation was unjustifiably delayed.
