A more cynical person might say this means that Congress will have to regularly vote to extend these tax breaks, thereby giving every member the chance to say he voted for tax breaks for the middle class ad perpetuum.

Corporate tax rates need to be cut much more than individual rates do - we have the highest OECD marginal corporate tax rate and relatively modest individual rates. A corporate rate cut is also intended to change long-term investment decisions - investing in the US and having profits taxed at only 20% vs 30% in Mexico. Individuals can't really avoid being subject to US income tax rates in 2027 so there's no benefit to committing in advance to lower rates then.
