If you watch the full video, they had her crawl forward on her knees but her body upright and her arms straight in the air. Their directions to her were a bit more clear. They yelled at the guy every time he moved and told him to put his face on the floor, so he didn’t have the benefit of seeing how she did it. That’s why the cop said “keep your arms up and if you fall you fall flat on your face.”

The whole thing was bizarre and they should have just approached once the couple was on the ground with their hands out.
