probably because it was back in june, and there was still residual hope/anticipation for the "trump agenda." but now it looks like it's just trump trying to sell the ryan agenda, and the appeal is waning. "unmotivated" voters who showed up for trump are staying home again at this point.

it seems like republican interest is waning and democrat interest is gaining. given that there are already more democrats than republicans in the country, this is a really bad combination for pubs.

The same day of the Ossoff election there was a south carolina special election where the dem came within about 3 points in a very red district (much redder than the Ossoff district). The election was too "nationalized" and Ossoff embodied a lot of the criticisms that independents and right-wing people have about dems (young, millenial, yuppie-ish, disconnected from "regular folk"). It was also still early enough in the Trump presidency where his approval numbers weren't as much of a drag.
