Clinton was a New Democrat, which basically meant he was a corporatist who relied on minorities and poors to get elected instead of middle class and wealthy Americans like Republicans. Most of what he did was directed at helping corporate America. Unfortunately corporations are not socially or geographically beholden to the US.

You might be surprised to learn that it was all done by design. Back in the 90s, the predominant view was that the country would be better off getting rid of “dirty” industries and manufacuring and focuses on higher calue services industries, like finance, consulting, tech, etc. People ignored the stupidity of it. Now, we have services jobs, but many of them are undesirable. We also have an emerging underclass.
