I'm not sure but I don't think so. There are a fair number of agency attorney positions that don't require USAJOBS (excepted service FTW)

DoD is TT but is a chill place to work. Depending on which branch you are in or if you are in a DoD-level agency. The problem is there are a lot of shit duty locations but if you are a 14 you are probably living it up anywhere outside of DC.

Depends on the type of practice you have and type of federal work you're looking to do but the number one thing is to be able to show extensive experience in the practice area for the position being filled. That's a no brainer, but when every Federal job opening seems to generate hundreds of applications it is absolutely essential. I've been on hiring committees for positions and have trashed plenty of resumes from BIGLAW attorneys with elite educational credentials solely because there was nothing on the resumes that suggested any overlap or interest in the work of the agency or the particular position.

For my current gig, I probably applied for 7-8 positions and had no inside connection. For my first Fed job, I had a good networking connection which got my resume where it needed to be. The DC federal bar is fairly small and networking can be crucial.
