Same as associate but your billing rate is higher so you end up getting pigeonholed.

all of the work without the same level of security.

you have short term contracts tailored to the work you are providing.

what if you're just in a really busy or specialized practice group? like say someone who has some obscure patent specialty and two technical degrees like a PhD in biology or something, but don't have a book of business.

Being "Of Counsel" can be anything from being a highly respected, well-compensated specialist lawyer that's always busy to being a no-work, pathetic, hair-falling-out, constantly reminded of your failure ex-associate that's in the stages of being forcibly pushed out into the street. It's just like autism. There's a spectrum.

unless the of counsel is a former judge in their 80s just picking up a paycheck to be on the website, it means they didn't make partner.

At plenty of firms now it's a common step toward breakfast. Just another way to make partner track even longer.

My experience at two vault firms has been that most of the younger partners spent a few years as counsel first.

when my firm brings in someone who is either senior at govt/in house or a partner from another firm but with no business, i believe they get brought in as counsel and can get bumped up to partner after 2 years.
