states like Connecticut and New Jersey have similar issues. A huge amount of their tax income is dependent on rich hedge fund managers that live there and work in NYC. when the market takes a tumble it can cost them bigly.

This is false. What they mean is the top 1% of taxpayers. The state's wealthiest 1% don't pay 48% tax.
