Remind me tomorrow or some other day I'm on, but the US was actively providing weapons to moderate Islamists fighting Assad, both directly and through Arab allies. These weapons routinely ended up in the hands of ISIS, and in fact, in many ISIS videos you could see them fighting with M4s, humvees, and even M1 tanks (the latter, admittedly, was mostly from the Iraqi Army that ran and left them behind). But essentially, you had an ISIS that was kitted in American gear battling Assad and allies fighting with various Russian weapons (which, is how they started too). Once those weapons dried up their combat effectiveness plummeted.
EDIT: As to how long, this seems to have popped up early on. Personally, I suspect that the US had a pretty active hand in "Arab Spring."

'merit-based', as it is used presently in the context of the immigration debate, means something like yearly admittance of hundreds of thousands of mediocre 110-IQ carpetbaggers from asia, who will displace the native middle-class, drive down wages and QOL, and fundamentally change the character of the country.

1) start beating the drum of the cost of the federal government providing unlimited student loans. talk about billion dollar athletic facilities and luxury apartments.
2) eliminate GradPLUS. they almost already did this.
3) enact legislation that taxes currently tax-free university endowments for defaults on loans for students graduating from their institution. this will cause self correction.
4) then start talking about the economic drag of student loans, the impact on housing prices, the auto industry and the economy as a whole. this will hit home with all the parents that have had children move back home to live with them, or who are desperately waiting for grandkids. build up the sentiment, then enact forgiveness for all federal student loan debts greater than $10K.
5) if tax on endowments wasn't enough, revert back to Clinton-era laws and allow student loans to be dischargeable in bankruptcy 7 years after graduation.

From a historical view, the post-World War II American economic boom was an outlier. We got onto the world stage in WWI, and the Europe blew itself up, but then we had the Great Depression and went back into isolationism and shrinking our military. It wasn't until WWII that our economy really boomed because, again, Europe blew itself up.
With the rise of China, India, and other second world nations, our economic and military supremacy is being challenged in a very real way. We should be focused on long-term policies regarding improving math and science education, sponsoring basic science research, establishing trade rules that impose the same labor and environmental protections onto our trading partners to prevent a race to the bottom (which is what TPP was meant to do), and investing in the technologies of the future such as green energy. Taxes should be increased to pare down our national debt, and spending on entitlements and the military needs to be cut. But instead, we end up with dumb shit like huge tax cuts with no offsetting spending cuts, and if our economy hits a bump, then we're about out of levers to pull because we've already shot our load with regard to monetary and economic policies.
