Clearly caught off guard by the line of questioning, FBI Director James Comey told congress on March 20th, 2017, the reason he didn’t inform the statutory oversight “Gang of Eight” about the title 1 FISA spying operation on the Trump campaign/administration for many, many months was because Bill Priestap (Director of Counterintelligence) recommended he didn’t do it.
This made Bill Priestap turn on the other conspirators because he didn't want to be the fall guy.
