his creditors (claimed student debt but graduated UT in 1993 so this would seem unlikely) filed IRS debt forgiveness forms so he ended up in debt to the IRS. Which they will chase you all around the world for.

Yes, it's counted as income and they tax you on the income. So would take a lot of interest to make the tax debt bigger. But see below re whether it's income.

You're only liable for forgiveness of indebtedness income if you're solvent at the time of forgiveness. If you're insolvent it's not income, up to the amount of your insolvency.
