Basically, blacks made huge gains from Brown v Board up through about the early 80s, and since then the gap has been pretty consistent. The stagnation of progress has driven administrators nuts and they basically keep knocking down pillars of education in the name of finding the culprit for the stubbornly-remaining gap. They claim the curriculum is too racist or Eurocentric, the teachers are too white (actually tbh this one may have been accurate; kids learn better from their own race), and yes, school discipline is applied in a racist way and is causing minorities to fall behind. Sabotaging school discipline was justified as a way to stop alleged racism indiscipline from entrenching performance gaps.

Regarding scaling back: All the incentives were related to improving the bottom, so that is what most schools have prioritized and that's where the most resources go. At the extreme end you do see achievement gap motivated insanity; Berkeley High School nearly abolished AP science classes because they were too white and Asian. In general, there's a lot of enthusiasm for the idea that you can improve lower-performing kids by having them learning alongside high performers. There's something to that, but I don't think it's the best thing for the high achievers (certainly not when coupled with poor discipline).

i respect you as a poster, but i'm always skeptical when people say something like school discipline is applied in a racist way. it might appear to be racist because more minorities get disciplined, but i think that is generally because minority kids are more likely to be kids who deserve to be disciplined. again, it's not like schools are run by racist whites.

if the focus shifted to benefiting the bottom at the expense of the top, then people should have been screaming to get things about nclb changed. i'm not going to blame w for that. good ideas often need tweaking to deal with unforeseen or foreseen consequences.

A lot of teachers know this and understand that they are babysitters while mom and sometimes dad works. They have already given up. NCLB upset this with unrealistic expectations.

There are billions of people who will never participate in the knowledge economy no matter how many resources are directed to them. Forget the three Rs, many many people simply lack executive abilities like being able to show up at a predetermined time consistently.

Unfortunately I don't think vo-tech is the answer either. Factories struggle to find qualified candidates.

First of all Obama (really Duncan) deserves 40% of the blame. Second of all if you study this issue for two minutes you quickly learn that the test are “products” with planned obsolesence and Testco has shareholders so every year or two they scrap the whole test prep curriculum and flush a bunch more taxpayer money on implementing a new curriculum and hiring new consultants to train the teachers on how it works. It sucks just as bad as the last one. There’s no money in the cure. They want schools hooked on the medicine. In fact if test scores pop too high it creates a bunch of extra work because they have to triple check the results and sometimes retest tomconfirm. The entire system is deeply fucktarded and designed to maximize Testco profits and to not improve test scores beyond a range of expected outcomes. My wife taught early childhood grades until six years ago and of the 12 teachers that were on her team at her last school only two are still teaching now. Everyone hates it—students, teachers, parenfs and there’s now a huge backlash growing in rural Texas that will eventually wash it out.

Third, there’s nothing a school is going to do to make a kid not fucked up if his parents don’t give a shit about him. They are literally Grandma = mommy | mommy = Pam | going to jail pwn3d. The notion that a magic kindergarten teacher is going to have little Darnell do the special fingerpainting picture that will overcome all his life’s other shitty circumstances is profoundly stupid. My wife left her title 1 school to work at a non profit that was basically just mentoring dedicated to these kids from early childhood through grade 12. Her program had a 100% graduation rate and 0% pregnancy rate dealing with these same fucked up kids. They were still barely reading by 6th grade and never had a chance to go to college, but having a responsible adult present in their lives made a difference in them not wanting to hurt themselves or others or wreck their futures. They lived 10 minutes from the ocean and had never seen it, because they spent all their time watching TV while their moms spent all their time drinking (and probably shooting, smoking and whoring) on the corner. If you don’t fix that you are leaving the root cause error in place. Again, remove these ghetto black kids from the numbers and US schools are as good as any other country in the world.
