Shitty for-profit schools and schools with low graduation rates, mostly. I'm guessing you're referring to schools that serve minorities, which is accurate in many cases. I think you could probably craft some sort of law that would provide leniency to schools that are genuinely focused on helping poor and non-traditional students. Perhaps those schools wouldn't liable in case of default, but their tuition rates would be subject to controls.
